We have the expression:

[tex]y-(-10)=\frac{2}{3}(x-(-12))\Rightarrow y=\frac{2}{3}x-2[/tex]

From this we have that y equals to 2/3x-2 and therefore y represents a line with slope of 2/3 and with a y-intercept of -2.
