Answer:   -1/2

Work Shown:

Apply the slope formula

m = (y2-y1)/(x2-x1)

m = (1-3)/(3-(-1))

m = (1-3)/(3+1)

m = -2/4

m = -1/2 is the slope

In decimal form, this converts to -0.5, though usually slopes are in fraction form.
