How did many free African Americans living in Northeastern United States become slaves during the Federalist period (1780s-1801)?

The answer is A. The southern states had a law that they could go into any territory and retrieve a runaway slave. Most of the men would grab a free African American and say he was a runaway, no one could stop them.
